နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးဝဏ္ဏမောင်လွင်သည် ယနေ့နံနက် ၀၈၀၀ နာရီမှ စတင်၍ video conference ဖြင့် ကျင်းပပြုလုပ် သည့် အာဆီယံ-တောင်ကိုရီးယား နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေး၊ အာဆီယံ-တရုတ် နိုင်ငံခြားရေး ဝန်ကြီးများအစည်းအဝေး၊ အာဆီယံ- ဂျပန် နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးနှင့် (၂၂) ကြိမ်မြောက် အာဆီယံ အပေါင်းသုံး နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးတို့သို့ နိုင်ငံခြား ရေးဝန်ကြီးဌာန၊ နေပြည်တော်မှ ပါဝင်တက်ရောက်ခဲ့သည်။
အာဆီယံနှင့်ဆွေးနွေးဖက်နိုင်ငံများအကြား သီးခြားစီ ကျင်းပပြုလုပ်သည့် အစည်း အဝေးများသို့ အာဆီယံနိုင်ငံများနှင့် ဆွေးနွေးဖက်နိုင်ငံများမှ နိုင်ငံခြားရေးဝန်ကြီးများနှင့် ၎င်းတို့၏ ကိုယ်စားလှယ်များ တက်ရောက်ခဲ့ကြ ပါသည်။ အစည်းအဝေးများတွင် အာဆီယံနှင့် သက်ဆိုင်ရာ ဆွေးနွေးဖက် နိုင်ငံအသီးသီးမှ နိုင်ငံခြားရေးဝန်ကြီးများက အာဆီယံနှင့် သက်ဆိုင်ရာ ဆွေးနွေးဖက်နိုင်ငံများအကြား အနာဂတ်တွင် ပူးပေါင်းဆောင်ရွက်မှု ပိုမို တိုးမြှင့်နိုင်မည့် အလားအလာများနှင့် ဒေသတွင်းနှင့် နိုင်ငံတကာရေးရာ ကိစ္စရပ်များကို အမြင်ချင်းဖလှယ် ဆွေးနွေးခဲ့ကြသည်။
အာဆီယံ-ကိုရီးယားနိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးတွင် ဘရူနိုင်းနိုင်ငံ၊ နိုင်ငံ ခြားရေးဝန်ကြီး (၂) Dato Erywan Pehin Yusof နှင့် ကိုရီးယားသမ္မတ နိုင်ငံ၊ နိုင်ငံခြားရေး ဝန်ကြီး Mr. Chung Eui-yong တို့က ပူးတွဲသဘာပတိ များအဖြစ် ဆောင်ရွက်ခဲ့ကြသည်။ အစည်းအဝေးတွင် နိုင်ငံခြားရေးဝန်ကြီး ဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးဝဏ္ဏမောင်လွင်က အာဆီယံနှင့် ကိုရီးယား သမ္မတနိုင်ငံတို့အကြား ပူးပေါင်းဆောင်ရွက်မှုများကို ဦးစားပေး နယ်ပယ် သုံးရပ်ဖြစ်သည့် ကိုဗစ်-၁၉ ကာကွယ်ဆေး သာတူညီမျှရရှိရေး၊ ဒေသတွင်း ဘက်စုံ စီးပွားရေး ပူးပေါင်းဆောင်ရွက်မှု သဘောတူစာချုပ် (RCEP) နှင့် အာဆီယံ-ကိုရီးယား လွတ်လပ်သော ကုန်သွယ်ရေးသဘောတူညီချက်များကို အခြေခံလျက် နှစ်ဖက်အပြန်အလှန် အကျိုးဖြစ်ထွန်းရေး၊ ရေရှည်တည်တံ့ သည့် ကုန်သွယ်မှုနှင့် ရင်းနှီးမြှုပ်နှံမှု ဖော်ဆောင်ရေး တို့မှတစ်ဆင့် စီးပွားရေး ပြန်လည်ထူထောင်ရေးကို တိုးမြှင့်ဆောင်ရွက်သွားရန် အလေးပေး ဆွေးနွေး ပြောကြားခဲ့သည်။ ပြည်ထောင်စုဝန်ကြီးသည် ဒေသတွင်း ဘက်စုံစီးပွားရေး ပူးပေါင်းဆောင်ရွက်မှုသဘောတူစာချုပ် (RCEP) အတည်ပြုခဲ့သည့် နိုင်ငံများကို ကြိုဆိုခဲ့ပြီး မြန်မာနိုင်ငံအနေဖြင့်လည်း RCEP သဘောတူညီချက် စာပိုဒ် ၂၀.၅ နှင့် ၂၀.၆ နှင့်အညီ အတည်ပြု ပါဝင်ထားကြောင်း အစည်းအဝေး သို့ အသိပေးခဲ့သည်။
အာဆီယံ-တရုတ် နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးကို တဆက်စပ် တည်း ကျင်းပခဲ့ရာ ဖိလစ်ပိုင်နိုင်ငံခြားရေးဝန်ကြီး H.E. Teodoro Locsin Jr နှင့် တရုတ်နိုင်ငံတော် ကောင်စီဝင်နှင့် နိုင်ငံခြားရေးဝန်ကြီး H.E. Wang Yi တို့က ပူးတွဲသဘာပတိများအဖြစ် ဆောင်ရွက်ခဲ့ကြသည်။ အစည်းအဝေးတွင် နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီးက အာဆီယံနှင့် တရုတ်ပြည်သူ့ သမ္မတနိုင်ငံတို့အကြား အိမ်နီးချင်းကောင်း ဆက်ဆံရေး၊ အပြန်အလှန် ယုံကြည်မှု၊ ထောက်ပံ့မှုနှင့် အကျိုးဖြစ်ထွန်းစေမှုတို့ဖြင့် အာဆီယံ-တရုတ် ဆွေးနွေး ဖက်ဆက်ဆံရေး၏ နှစ်ပေါင်း (၃၀) ကျော်ခရီးတွင် စဉ်ဆက်မပြတ် တိုးတက် လျက်ရှိခြင်းကို ကျေနပ်အားရမှုရှိကြောင်း၊ အာဆီယံ-တရုတ် ဆွေးနွေးဖက်ဆက်ဆံရေး နှစ်ပတ်လည် အထိမ်းအမှတ် ထိပ်သီးအစည်းအဝေး ကို ကြိုလင့်လျက် ၂၀၂၂ ခုနှစ်အတွက် ဆွေးနွေးဖက် ဆက်ဆံရေး၏ ဦးတည်ချက်ဆောင်ပုဒ်အဖြစ် "စဉ်ဆက်မပြတ် ဖွံ့ဖြိုးတိုးတက်ရေး ပူးပေါင်း ဆောင်ရွက်မှု" (Sustainable Development Cooperation) ကို ဆက်လက်ဖော်ဆောင်ရန် တရုတ်နိုင်ငံ၏ အဆိုပြုချက်ကိုလည်း ကြိုဆိုကြောင်း၊ ကိုဗစ်-၁၉ အာဆီယံ တုန့်ပြန်ရေး ရန်ပုံငွေနှင့် ပြည်သူ့ ကျန်းမာရေး အရေးပေါ်အခြေအနေဆိုင်ရာ စီမံကိန်းများအတွက် အာဆီယံ-တရုတ် ပူးပေါင်းဆောင်ရွက်ရေးရန်ပုံငွေတို့တွင် တရုတ်နိုင်ငံမှ ထောက်ပံ့မှု များကို ကျေးဇူးတင်ရှိကြောင်း၊ တရုတ်နိုင်ငံမှ ကိုဗစ်-၁၉ ကာကွယ်ဆေး များနှင့် ဆက်စပ် ဆေးပစ္စည်းအထောက်အပံ့များ လှူဒါန်းခြင်းအတွက်လည်း ကျေးဇူးတင်ရှိကြောင်း ဆွေးနွေး ပြောကြားခဲ့သည်။
အစည်းအဝေးအပြီးတွင်၊ အာဆီယံ-တရုတ် ဆွေးနွေးဖက် ဆက်ဆံရေး၏ ညှိနှိုင်းရေးနိုင်ငံအဖြစ် အောင်မြင်စွာ ဆောင်ရွက်နိုင်ခဲ့သည့်အတွက် ဖိလစ်ပိုင်နိုင်ငံခြားရေး ဝန်ကြီးကို ချီးကျုးဂုဏ်ပြုခဲ့ပြီး အာဆီယံ-တရုတ် ဆွေးနွေးဖက် ဆက်ဆံရေး၏ ညှိနှိုင်းရေး နိုင်ငံအသစ်အဖြစ် တာဝန်ယူမည့် မြန်မာနိုင်ငံအနေဖြင့် အရှိန်အဟုန်ကောင်းလျက်ရှိသည့် ဆွေးနွေးဖက် ဆက်ဆံရေးကို ဆက်လက်ထိန်းသိမ်းလျက် နှစ်ဖက်ပြည်သူများ၏ အပြန် အလှန် အကျိုးစီးပွား မြှင့်တင်ပေးမည့် ပူးပေါင်းဆောင်ရွက်မှုများကို ဖော်ဆောင်ရန် အာဆီယံနိုင်ငံများနှင့် တရုတ်နိုင်ငံတို့နှင့်အတူ နီးကပ်စွာ လက်တွဲဆောင်ရွက် သွားမည်ဖြစ် ကြောင်း ကတိပြုပြောကြားခဲ့သည်။
ယင်းနေ့ မွန်းလွဲပိုင်းတွင် အာဆီယံ-ဂျပန် နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးကို ကျင်းပခဲ့ပြီး ဗီယက်နမ်ဆိုရှယ်လစ် သမ္မတနိုင်ငံ၊ နိုင်ငံခြားရေးဝန်ကြီး H.E. Bui Thanh Son နှင့် ဂျပန်နိုင်ငံ၊ နိုင်ငံခြားရေး ဝန်ကြီး H.E. Toshimitsu Motegi တို့က ပူးတွဲသဘာပတိ များအဖြစ် ဦးဆောင်ကျင်းပခဲ့ကြသည်။ အစည်းအဝေး၌ ပြည်ထောင်စုဝန်ကြီးက အာဆီယံ နှင့် ဂျပန်နိုင်ငံ တို့အနေဖြင့် ကိုဗစ်-၁၉ ကူးစက်ရောဂါ တုံ့ပြန်ရေးကို တိုးမြှင့်ဆောင်ရွက် ရေး၊ ဘေးအန္တရာယ်ဆိုင်ရာစီမံခန့်ခွဲမှုနှင့် လူသားချင်း စာနာထောက်ထားမှု အကူအညီပေးရေး ဆိုင်ရာ ပူးပေါင်းဆောင်ရွက်မှုများကို မြှင့်တင်ရေးနှင့် အာဆီယံပေါင်းစည်းရေး ဦးဆောင် ဦးရွက်ပြုမှု အစီအစဉ် - ၄ (Initiative for ASEAN Integration- IAI Work Plan IV) ဖော်ဆောင်ရာတွင် ဂျပန်နိုင်ငံ၏ ဆက်လက် ထောက်ပံ့မှုများကို ကြိုဆိုပါကြောင်းဖြင့် ဆွေးနွေး ပြောကြားခဲ့ ပါသည်။
(၂၂) ကြိမ်မြောက် အာဆီယံအပေါင်းသုံး နိုင်ငံခြားရေးဝန်ကြီးများ အစည်းအဝေးကို ဘရူနိုင်း နိုင်ငံခြားရေးဝန်ကြီး(၂) Dato Erywan Pehin Yusof က သဘာပတိအဖြစ် ဆောင်ရွက်၍ အာဆီယံအဖွဲ့ဝင်နိုင်ငံများမှ နိုင်ငံခြားရေးဝန်ကြီးများ၊ အပေါင်းသုံးနိုင်ငံ (တရုတ်၊ ဂျပန်နှင့် ကိုရီးယားသမ္မတနိုင်ငံ)တို့မှ နိုင်ငံခြားရေးဝန်ကြီးများနှင့် အာဆီယံ အတွင်းရေးမှူးချုပ်တို့ ပါဝင်တက်ရောက်ခဲ့ကြသည်။ အစည်းအဝေး၌ နိုင်ငံခြားရေး ဝန်ကြီး များသည် ဒေသတွင်းနှင့် နိုင်ငံ တကာကိစ္စရပ်များ၊ အာဆီယံ အပေါင်းသုံးမူဘောင် အောက်ရှိ ပူးပေါင်းဆောင်ရွက်မှုကဏ္ဍများကို ပြန်လည်သုံးသပ်ခဲ့ကြပြီး ရှေ့လုပ်ငန်းများအပေါ် အမြင် ချင်းဖလှယ် ဆွေးနွေးခဲ့ကြသည်။ ပြည်ထောင်စုဝန်ကြီးက ကိုဗစ်-၁၉ ကူးစက်ပြန့်ပွားမှု ကို ထိထိရောက်ရောက် တိုက်ဖျက်ရေး၊ ကာကွယ်ဆေး သာတူညီမျှရရှိရေး၊ ကုန်ထုတ် စွမ်းအင် ဆုံးရှုံးမှု သက်သာစေရန် ဒီဂျစ်တယ် စီးပွားရေး ဖွံ့ဖြိုးလာစေရေးနှင့် ဒေသတွင်းနှင့် ကမ္ဘာလုံး ဆိုင်ရာ ကုန်စည်စီးဆင်းမှု စီမံခန့်ခွဲမှုများကို မြှင့်တင်ရေးတို့သည် အရေးကြီးကြောင်း အလေးပေးပြောကြားခဲ့သည်။
အဆိုပါ အစည်းအဝေးများသို့ ပြည်ထောင်စုဝန်ကြီးနှင့်အတူ နိုင်ငံခြားရေး ဝန်ကြီးဌာနမှ အရာရှိကြီးများလည်း တက်ရောက်ခဲ့ကြသည်။

Union Minister for Foreign Affairs U Wunna Maung Lwin participated in the ASEAN-ROK Ministerial Meeting, ASEAN-China Ministerial Meeting, ASEAN-Japan Ministerial Meeting and the 22nd ASEAN Plus Three Foreign Ministers’ Meeting which were held via video conference today beginning 8:00am from the Ministry of Foreign Affairs, Nay Pyi Taw.
The Ministerial Meetings were participated by Foreign Ministers from ASEAN and Dialogue Partners and their representatives and discussed on the future directions of cooperation between ASEAN and its Dialogue Partners and exchanged views on regional and international issues. The Secretary-General of ASEAN also attended these Meetings.
The ASEAN-ROK Ministerial Meeting was co-chaired by H.E. Dato Erywan Pehin Yusof, Minister of Foreign Affairs II of Brunei Darussalam, and H.E. Mr. Chung Eui-yong, Minister of Foreign Affairs of the Republic of Korea. At the Meeting, Union Minister for Foreign Affairs U Wunna Maung Lwin underscored the three areas where ASEAN and ROK could advance cooperation namely: to ensure equitable access to COVID-19 vaccine; to quickly recover from economic impact with a view to bring mutual benefits and sustainable trade and investment based on RCEP and AKFTA. Union Minister, while welcoming countries that have ratified the RCEP Agreement also updated the meeting of Myanmar’s completion in accordance with Article 20.5 and 20.6 of the RCEP Agreement.
The ASEAN-China Ministerial Meeting was subsequently held and it was co-chaired by H.E. Teodoro Locsin Jr, Secretary of Foreign Affairs of the Republic of the Philippines and H.E. Mr. Wang Yi, State Councilor and Minister of Foreign Affairs of the People’s Republic of China. Union Minister Foreign Affairs highlighted that Myanmar was pleased to see the continued progress in the ASEAN-China Dialogue Relations and emphasized that over the past 30-year’s journey, ASEAN and China have had enjoyed good neighborliness, mutual trust, mutual support and mutual benefit. Union Minister, while looking forward to the Commemorative Summit, also welcomed China’s proposal to maintain the theme for 2022 as “Sustainable Development Cooperation”, appreciated China’s support to the COVID-19 ASEAN Response Fund and contribution to the ASEAN-China Cooperation Fund to fund projects relevant to addressing public health emergencies. Union Minister also thanked China for donation of COVID-19 vaccines and related materials. After the Meeting, while congratulating Secretary Locsin for the successful country coordinatorship for ASEAN-China Dialogue Relations said that Myanmar, as the new country coordinator for ASEAN-China Dialogue Relations, is committed to maintain the positive momentum and look forward to working closely with ASEAN and China for mutually beneficial cooperation for peoples.
The ASEAN-Japan Ministerial Meeting was held in the afternoon and was co-chaired by H.E. Mr. Bui Thanh Son, Foreign Minister of the Socialist Republic of Viet Nam and H.E. Mr. Toshimitsu Motegi, Minister of Foreign Affairs of Japan. At the Meeting, Union Minister stressed the need to further strengthen COVID-19 joint responses; enhance cooperation on disaster management and humanitarian assistance; and looked forward to Japan’s continued support to IAI Work Plan IV.
The 22nd ASEAN Plus Three Foreign Ministers’ Meeting was also held and the Meeting was chaired by H.E. Dato Erywan Pehin Yusof, Minister of Foreign Affairs II of Brunei Darussalam, and was attended by Foreign Ministers from ASEAN Member States and Plus Three countries (China, Japan and Korea). The Secretary-General of ASEAN also attended the Meeting. At the Meeting, Foreign Ministers of ASEAN and the Plus Three Countries exchanged views on regional and international issues and reviewed the areas of cooperation under the framework of ASEAN Plus Three and exchanged views on ways to move forward. Union Minister underscored the importance to effectively combat COVID-19 and equitable access to vaccine; to develop digital economy further to mitigate productivity loss and raise the supply chain management regionally and globally.
Together with the Union Minister, Senior Officials from the Ministry of Foreign Affairs also attended the meetings.
